General Assembly Activities

GENERAL ASSEMBLY ACTIVITIES
Today is the last day of the 2018 Indiana General Assembly.  Bills that do not pass both houses of the General Assembly will die for this session.  Several education bills are still eligible to pass today.  IASBO will provide an analysis on the education bills passed during this session in the next few days.

HB 1001 Conference Committee
The conference committee report for HB 1001, K-12 funding, has been signed by the four conferees.  It has passed the House and will pass the Senate today.  The conference committee report contains the following provisions:

Requires the State Budget Agency to transfer from the state tuition reserve account to the state general fund to deal with the tuition support appropriation deficiency.  Limits the transfer to $25 million in FY2018 and $75 million in FY2019.
Requires school corporations to report information about virtual education programs to the Department of Education. The first report will be before October 1, 2018.  Included in the report will be the virtual education program enrollment policy, the ADM count of students in the virtual education program, the legal settlement of the students in the program, and the percentage of virtual program instructional time compared to total instructional time spent for students.  The first report will include information for the past three school years.
In determining ADM counts, a kindergarten student must be at least five years old on August 1 of the school year.  The associations had supported a September 1 cut-off date for kindergarten students, but the fiscal leaders set the date at August 1.

Indiana ASBO thanks the legislative leadership for making the commitment last November to assure state tuition support is fully funding for this fiscal year and the 2019 fiscal year.  Specifically, IASBO thanks Representative Sally Siegrist for being the author of HB 1001 and Senator Ryan Mishler for being the sponsor of the bill in the Senate.
